The Advanced Pumping Efficiency Program (APEP) is an educational and incentive program intended to improve overall pumping efficiency and encourage energy conservation in California.
IMPORTANT! APEP has been extended through October 31, 2020. However, there are significant changes to the APEP Policies and Procedures that will become effective on January 1, 2020. Applications for a pump retrofit incentive received on or after January 1, 2020 will be subject to these new policies.
In addition to the policy changes listed in the table below, NEW changes for 2020 include:
– no retrofit incentive application involving a horsepower change (either increase or decrease) will be accepted.
– no retrofit incentive application involving a meter where self-generated energy offsets energy purchases from PG&E (either directly or through an aggregated account) will be accepted. The self-generation may have been installed before or after the project.
– retrofit applications that are not complete by October 31, 2020 will be rejected. A complete application includes:
- the completed and signed application form.
- the completed and signed Certificate of Completion.
- copies of both the pre-project and post-project pump efficiency tests.
- if the pre-project pump efficiency test does not indicate a calculated overall pumping efficiency then three additional tests performed in the six years prior to to the project must also be submitted.
- paid invoice showing all work performed including the pump being installed (model, size, and number of stages), any motor, engine or control center work (e.g., installation of a variable frequency drive), and any work pertaining to the well itself (e.g., videoing, repair, chemical or mechanical rehabilitation).
- three calendar years of PG&E billing prior to the year of the project (or what is available if a new meter).
- enough information to accurately pro-rate energy use among multiple loads, if there are multiple loads on the meter.
– The subsidy schedule for pump testing will be $100 for a pump that has not been tested in the last 23 months and $50 for a booster pump that is tested in conjunction with a well when the well is being tested at the same time.

Pacific Gas and Electric Company (PG&E) is funding APEP through 2019 using Public Purpose Programs Funds under the auspices of the California Public Utilities Commission (CPUC). The Center for Irrigation Technology (CIT) at California State University, Fresno administers the program.
From 2002 through 2017 CIT has operated APEP with funding from the CPUC and provided California water pumpers with approximately:
- 2,875 pump retrofit / repair rebates
- $13,350,000 in incentive rebates for those projects
- 158,220,000 kilowatt-hours in net, first-year electrical energy savings
- 238,000 therms in net, first-year natural gas energy savings
- 49,925 subsidized pump efficiency tests ($11,000,000 in subsidies)
- 272 educational seminars
